Thalicia has over ten years post-qualification experience as an Attorney-at-Law and is the Founding Lawyer and Managing Partner of Blair Foreman & Co. She has been admitted to practice in the British Virgin Islands (BVI), a leading offshore jurisdiction and also in Jamaica.  She graduated from the University of the West Indies having obtained a Bachelor of Arts Degree with First Class Honours and Bachelor of Laws Degree with Upper Second Class Honours.

Thalicia was an Associate in the Commercial Law Department at O’Neal Webster, BVI, a Top Tier Law Firm. This has resulted in her obtaining a wealth of experience in Corporate and Commercial Law as well as experience in dealing with international clients which she applies to her practice in Jamaica.

In Jamaica, Thalicia’s practice focuses primarily on Corporate & Commercial Law, Pharmaceutical Law, Tourism & Travel Law and Intellectual Property Law.   Accordingly, she has a significant amount of experience in company formation and dissolution, preparation of due diligence opinions, work permit applications and the preparation of a wide range of commercial agreements such as Alternative Energy Contracts, Loan Agreements and Securitization, Construction Agreements, Shareholders Agreements and Distribution Agreements. She also has significant experience in pharmaceutical entity registration, the registration of tourism entities and obtaining their respective licences and the provision of advice on gaming law.

Thalicia’s practice in Jamaica also focuses on Construction Law and Real Estate or Property Law.  At Blair Foreman & Co., Thalicia was the lead Counsel for the provision of legal services to the majority of the construction companies involved in the construction of the environmentally friendly or ‘green’ global Headquarters of telecommunications giant, Digicel. This Headquarters is the most environmentally friendly major office building in the Caribbean.

Thalicia is known to her clients for being thorough, responsive and accessible. She is also very involved in programmes in Jamaica which focus on educational development at the primary and secondary school levels. She is a member of the St. Francis Primary School Board.
